No, the last part refers to the tool used to weed the garden. It's indeed translated as Black Hoe - but hoe here doesn't refer to the slang word (the fact that it is written like that should have been a clue that it wasn't the word people thought it was - otherwise it would have been written correctly and not written like the slang version of it) but to the tool used for the garden.
So yeah, while it's a strange combination in the Western view, it's a bit more normal in Japan to have last names like that
