Anime filler is only cannon when it affects something that actually happened in cannon manga. This as far as i'm concerned is cannon because it is explaining something that affects the actual story because if kishi or the new writer were to address that now, they have to follow the story of the anime.

Filler that were just random arcs like guren arc and stuff like that that were just place fillers and didn't really expand on something that happened in the canon manga are just non-cannon filler. In naruto there is a LOT of non cannon filler.
