Bills is only beating the Z fighters because he possessess God Ki; without it, Android 17 can beat him, that I'm sure of.

In terms of power level, Bills is roughly equal to Android 17 or Frieza final form level. His God Ki enhances his abilities NOT his power level and that's why an enraged SSJ2 Vegeta was able to best him for a short time.

When Goku got God Ki, he was fighting bills in BASE FORM but with God Ki enhancement (it isn't Super Saiyan God) Goku's just in BASE but with God Ki and he was already flooring Bills in BASE.

second beerus is power level limitless he has no limits to began with, since hes a god
he flicked ssj3 goku with his finger with neg diff
ssj2 vegeta is light years stronger than android 17 since were talking about modern vegeta and not old vegeta from android saga.
also the reason ssj2 vegeta was able to land punches on beerus is because beerus wanted to vegeta to beat him up and test if he was a super saiyan god. he later passes out from beerus simple touch to his forehead lol


beerus stomps entire dbz verse with ease excluding other dbz gods that havent beeen revealed yet and are suppost to be even stronger than beerus.

beerus is power level limitless same as god goku when they fought, thats why goku saw how hopeless he was when he knew that he a power that he would never been able to obtain no matter how much he trained. and without his friends help.
dont you remember what naruto said to sasuke? that how you cant accomplish everything by yourself, similar in goku situation he needed to rely on his friends to help him obtain that power and save the earth.

just because he can destroy planets doesnt mean that an accurate to compare a characters, beerus has zero planet busting feats in the movie, although he was able to beat ssj3 goku with a simple tap to his neck, and we know that ssj3 goku is atleast a multi solar level buster, infact in dbz most characters dont have to destroy planets to prove their strength. they can just hit their opponent with concentrated attacks, sorta like mini nuclear bombs that only effect special ammount of distance but at the same time has a stoping power matching up casual star busting level. remember when gohan killed frieza with one punch, evne though frieza survived a namek planet explosion in near death state, gohan punch could be relevant to a multi planet busting attack
