Well I wouldn't really call Rukia a weakling...it seems like on anyone else that attack would have worked it was just convenient that the one who was hit by Rukia's attack could survive due to not feeling fear for anything other than Juha.

Rukia has never been captain-level. We've never really seen her win flat out. She's always won by the skin of her teeth. Pity though that even her power up isn't enough to take on a sternritter. Though I'm sure she could flatten Espadas by now.
