Its true. Kabuto was never on orochimaru's level, becasue he still needed orochimaru's chakra to use his edo's.

And also orochimaru just stated in this chapter that when he took his chakra from kabuto he also gained all kabuto's intel. Which means that orochimaru knows about the modifications kabuto made to edo tensei and could use it also if he pleased.

Kabuto no longer is above orochimaru.

kabuto states outright his is better than the last two.
chiyo later implies its better because so many are being controlled at once. it seems like oro is limited to a few.
moreover his talismans are different enabling the shinobis to talk and fight while being given minimal commands, whereas hashirama and tobirama had to be completely overwritten from the start. because some, like kinkaku and deidara, dont need to be controlled at all and will attack anyone anyway
