Nagato went to civil war with his village and created the Akatsuki (the real one) who drove the entire plot of Naruto (including Obito, Madara).

I'd say Obito as well, since he was the true mastermind of Akatsuki and he is the true villain of Naruto, he is the failed version of Naruto, the one who killed his father, the one who was the person who started the situation that has been driving the entire series since Part I, hell the first page of Naruto was about the Kyuubi incident.

hmmm .... i think it should go to HASHIRAMA, the founder of konoha (the strongest of all the villages) that produced the all the legendary and small shinobi we know, and he is one of the strongest shinobis to ever exist (sort of had a hand in training SARATUBI who is a major shinobi in the shinobi world). hashirama also stopped madara and secured the kyuubi (and they say that he was also seen securing other bijuu) witch made everyone safe. i don't think anyone left a legacy like hashirama ..... konoha is hashi's legacy.
