On a more serious note: essentially, "regular" ninjas are mercenaries who earn money for the village by undertaking missions from random people for a pay, as seen in the series' beginning. Those missions range from farm work (presumably) to assassinations and stuff. While ANBU are government agents who do jobs for the Kage and are presumably getting paid by them.
