We don't know how Kakashi actually was in ANBU (not counting filler) but he did have quite the reputation. I think Kakashi is the second best 3 tomoe sharingan user behind Madara so I'm giving it to him with low-mid-difficulty.

While having the same sharingan, Anbu Kakashi is roughly 5 years older, Sasuke has a bigger weapon arsenal (although let's be honest it really boils down to Chidori/Raikiri), but Sasuke has CM2 which gives him the edge.

Kakashi - Kakashi stated to Naruto that Naruto has about 4x the times of chakra than Kakashi has without Kuruma, which is still a crap ton for Kakashi. Kakashi also had the Mongekyo Sharingan by the time he was an ANBU (I won't say when or how incase people aren't there in the manga or anime yet)
Sasuke - I don't know exactly how much chakra Sasuke has but if I remember correctly it is a good amount. Yes he is skilled in the fire-style and fairly skilled with lightning style by this time, but still…

IMO, I think ANBU Kakashi has this in the bag low-medium difficulty.

If you mean skill your right, if you mean how he got into ANBU, Minato assigned him to become a part of ANBU so he could prevent Kakashi from possibly going rogue from the pain of losing both his team-mates (and yes I know he didn't lose Obito, this is just what he thought)

Kakashi killed a Jounin (the hidden rock twin blade user) before he was even in the ANBU. Kakashi was the captain of Itachi, who was known as a prodigy at his very early years, who also was appointed to be an ANBU squad leader for Danzo at age 13 later. Kakashi also was in the ANBU for 10 years, so without the knowledge of how far Kakashi was into ANBU in this fight, we can't say who would win. If it was at the end of the 10 years, then Kakashi would win IMO because Hiruzen made Kakashi the leader of squad 7 (I think its called a Jounin Squad Leader or something like that) directly from him being an ANBU, so essentially, the Kakashi that fought Zabuza in part one is on the same level as the Kakashi at the end of his years as an ANBU.
