Because the uchihas were considered elites in the village. And the police force most likely had the strongest of the clan. So those Uchihas had to be at least mid-high Jounin level. The Sound Four could barely tie with Special Jounin.......those Uchihas would have crushed them.

Except it won't touch him. Itachi had Kage level speed at that point, Kidomaru was blitzed by Part 1 Neji and had to fight from a distance because of it.
