Restrictions:
Itachi doesn't have mangekyou sharingan, but he does have normal sharingan.
Bee doesn't have the hachibi.
This will probably be a taijutsu sword fight predominately so take that in as a factor.

Location: Unraiyko Arena.
Intel: Both opponents heard of one anothers respective skills, and has intel on each others most popular moves. Bee knows all about sharingan and Itachi knows about Bee's seven sword dance.

he can clearly put killer bee under a genjutsu, and his shuriken skkills would also enable him to compete against bee in CQC<
which would eventually result in bee getting caught

Bee has high level raiton, HIGH Jonin if not Anbu level taijutsu as he completed missions alone that he and Raikage had to do together and kenjutsu that destroys extremely high level ninja.
Bee can jank itachi. He doesn't have to look in that fools eyes.

Did i really need to? Abu Itachi took out the entire Uchiha clan without even using any MS techs. He stomps that Bee that has no feats at that age.

The uchiha clan massacre was totally unexpected by a lot of uchiha, that wasn't an anticipated fight so that example is totally useless. Plus he had help from obito/tobi.
