The anime depicted that particular scenario differently in which Mei is the one to move around whereas the water dragon does not. If we are to go with the anime's portrayal of the technique's usage in this particular scenario, Mei didn't change its trajectory however the anime later shows the water dragon swooping down to capture Madara so even the anime supports Mei having the ability to control her water dragon's movement after it is already fired.
