If you look at it from battle perspective, this character is just too much for any Uchiha:

His jutsus, water style and Bringer of Darkness technique are just the exact counters for that of any Uchiha as they can render any of these useless:

KATON
Fire techniques are the major elements Uchihas use to battle but Tobirama's water style technique can defend against any form of katon they throw at him and turn is into an attack with the same water style jutsu. We all know Water > Fire, except wind is added to the fire (just like kakuzu does). Therefore, any katon jutsu you can think of won't work on this guy

AMATERASU and TSUKOYOMI
Tobirama doesn't need to dodge/evade Amaterasu or avoid Tsukoyomi. His bringer of darkness jutsu can simply render the sharingan useless. Sharingan skills such as amaterasu and tsukoyomi are based on where the eye is focused on and since their eyes are gonna be totally blind in the dark, they can't use this on him as well as any other genjutsu.

Bringer of Darkness jutsu...Itachi wouldn't know where Tobirama is so he can't hit him.

YATA MIRROR
Bringer of Darkness jutsu...you can't block what you can't see. An attack may come from any direction

which leaves Tobirama's opponent (The Uchiha) to have to face him in a battle of taijutsu/kenjutsu or whatever, which will likely end up in this:

BOD is a visual genjutsu and only a fool would get trapped into it. Also, Uchiha are shown to be expert in breaking through visual genjutsu due to their sharingan.
This jutsu is only effective in a particular area, even a fodder knows that and can "counter" this genjutsu by just going far away from user.
As for suiton, it is not necessary uchiha only have one nature element, they can also have two or more, as seen with sasuke who effectively counters suiton with raiton.
furthermore, suiton can't even do any significant damage against susano, so its pointless.
