The only way to get Gedo Mazou is via the Rinnegan. The Otsutsuki clan knows this.


So they must have placed seals or are continuously using a tech to prevent a Rinnegan user from summoning the Gedo Mazou.



Until someone betrayed them and let Madara summon the Gedo Mazou.



Whoever this is, he must have been in cahoots with BZ.
