Overview
The Neutralizer is one the legendary techniques from the repertoire of the God of Shinobi. It is a technique designed to nullify (or "neutralize") the effects of another action or thought.
There are two known methods to using the Neutralizer.
Multiplying another action by a scale factor of zero.
a × 0 = 0, where a is the action, 0 ∈ ℝ.
Creating a reaction which both equal and opposite to an action.
r x V[SUB]r[/SUB] = a x V[SUB]a[/SUB], r → a, where r is the reaction, a is the action and V is volume of the reaction or action, respectively.
Performing the Neutralizer requires an immense amount of skill, strength and knowledge. If executed incorrectly it could have very disastrous consequences.
Using the First Method as an example, if the user lacks the appropriate skill they may accidentally multiple another jutsu by a scale factor of, say, two and essentially be faced with a threat twice as dangerous.
Using the Second Method as an example, if the user lacks the strength and knowledge to perform a jutsu which is equal to another jutsu, it may render them vulnerable and overwhelmed by the opposing attack.
Clearly, due to the complexity in using this technique, the Neutralizer must be a Forbidden Technique reserved for a select few, namely Hiruzen Sarutobi.
Alternatives
One technique somewhat similar to the Neutralizer is the Onmyoudon; a fluid substance which can be used as a weapon or shield. It is also able to nullify other ninjutsu upon contact.
In the aspect of nullification, the Onmyoudon is completely outclassed as by the Neutralizer. Unlike the Onmyoudon, the Neutralizer does not require contact, furthermore the Neutralizer is not specifically limited to what it can nullify, thus giving it a far broader scope of utility.
The advantage of the Onmyoudon has over the Neutralizer is that it can also be used for traditional combat purposes.
Counters
It was once said that every jutsu has weakness. Though, this is not necessarily true.
It's not that every jutsu has a weakness, but rather... because the Neutralizer exists, every other jutsu has a weakness.
In a strict sense, the very nature of the Neutralizer means it can have no weaknesses. It's purpose is to nullify other jutsu and hence it operates as weakness to all other jutsu.
Some argue that due the difficulty in being able to use the Neutralizer that this constitutes it's weakness, but this is a frivolous argument which does not analyze the technique within objective parameters.
Summary
Overall, the Neutralizer is an impressive technique with few alternatives and no counters. With the ability to neutralize other jutsu, it's not surprising that it's only user, Hiruzen Sarutobi, was labeled as the God of Shinobi.
