See I used to think it was really strong when Itachi used it on Sasuke or when Sasuke used it on B but then fastforward to the War Arc and it barely did any damage after that.

I wouldn't call Amaterasu weak...I'd say it was used at the wrong times against shinobi that knew of it's destructive nature.

Sasuke's powerful...but he throws his power around too easily and it make him seem unassured of his power an battle skill. In my opinion

I totally agree that it is one of the most defensive attacks because just look at the battle with sasuke vs raikage , Sasuke was very smart to put up a shield of amaterasu

and who wants to attack the black flames?

Amaterasu is not weak. Sasuke just used it against the worst opponents to use it against.

Examples:

Ay who was fast enough to dodge it.
Gaara whose sand shield is fast enough to block it.
10 tails jinchuuriki Obito who could negate it with truth seeking balls and who could also sense the pressure in Sasuke's eye.
Madara who can absorb ninjutsu.
Kaguya who can absorb ninjutsu.
Naruto whose version 1 cloak can literally just brush it off.
Etc...

Amaterasu against some other shinobi who doesn't have abilities such as the ones listed above would wreck them.

Besides, the weakest mangekyou technique is Shin's.

Shin's MS ability is garbage and would only work with element of surprise.
One that knows his ability would rekt him asap.
