I agree... Maybe, it burns so hot, that it boils the water faster than the water can smother it. Thus, creating a large amount of hydrogen, and oxygen. Meaning, the flame is getting more hydrogen and oxygen, faster than water is able to smother the already existing flame.

its a flame from another dimension "the flames from the under-world". So i doubt it has the same properties as a regular flame, but im not kishi so i can say for sure thats just my guess.
