Amaterasu is strong, but alot of jutsu are strong when they hit. I think the thing that makes Amaterasu so strong is not only how much damage it does but the surprise factor of it. It requires no seals and has no give away other than the opponent is opening his eyes weirdly after closing them, roughly about a 5 second prep time and if your any good at sensing chakra you will notice them molding alot of it as MS techniques take up alot of it. Now if your a fast ninja like the Raikage and have intel on the technique then ofcourse you could dodge it. But how many times does a ninja have those things?

As far as strength I think it is over powered as we have seen that the black flames dont burn with the same heat as regular fire and dont last as long as itachi may have stated before (as in them burning until the target is completely destroy, more as we have seen that it burns for a certain time duration). But again the thing that makes it soo strong is the fact that its hard to see coming and the distance it can reach in a single instance.

Personally I dont think the manga gives it as much hype as Uchiha fans give it, The manga shows it to be strong but doesnt make it out to be the be all end all that some fans credit it for being.

I liked it alot more before people started being able to put it out or dodge it. It seemed pretty badass, but then everyone was like "oh boy the amaterasu better watch out"(Sarcasm) -_- Now its just a regular jutsu like everything else, apparently.

If you say "Amateratsu can solo the juubi" then you're overrating

Whats so overrated from it?
It can only be obtained after an Uchiha clan member KILLS his closest friend/family member.

It also takes its toll on the user, causing them to go blind unless they transplant an Uchiha's eye.
Not that many people will be able to obtain an Uchiha eye with that power, Itachi planned for Sasuke to get his eyes.
