I am going to use some simple logic to show how amatersu is not instant.
The common misconception:
Amatersu appears where the caster is looking (it does not move)
Here is how I disprove it: there is a page in the manga (if someone can find it i'd appreciate it) with 2 panels depicting the raikage seemingly dodging amaterasu. In the first panel, the raikage is standing with amaterasu being formed in front of him. The next panel shows the raikage shifted to the left and the amaterasu has caught a samurai behind him ablaze.
Using simple logic, we can see two things have happened. 1) since the flames are visible in the first panel, the jutsu has clearly been cast. And 2) the flames did not set the raikage on fire.
We know that amaterasu flames will not extinguish once it touched something. If the raikage was not set on fire so the flames were clearly not yet at there final destination, yet we can see that the jutsu has been cast. That means that the flames were between the raikage and sasuke and TRAVELED to there final location on the samurai.
I know that this was repetitive and pain-staking, but some people do not grasp this concept, so I wanted it to be explicitly clear each step of the way
