Truth is is that it oneshots almost all shinobi below the top 20. But its also easily avoided by most of the top tiers.

Smh there's only a handful of characters that can survive/tank/evade Amaterasu... Everybody else gets negged by it, that includes the main heroine, Sakura... Anybody (bar top 10-15 ) has no counters to it...

Every time Sasuke has used the jutsu it was against somebody who had a perfect counter to it (Inb4 the incoming Samurai armour taunt: Samurai have heavy armour... So how tf would it burn through it like paper??)
