You don't need lightning speed. Ei dodged it, yes. But other people have kept up with Ei, his speed isn't sufficient enough to run circles around people like you may imagine. Sasuke also dodged it and Gyuuki blocked it with it's tail.
Absorption powers are handy, Substitutions are great, Sealing abilities are sufficient too, expulsion capabilities like Shinra Tensei or Keiten work, etc.

I saw the flames hitting Kaguya, which suggested momentum. You also can't dodge or intercept what appears instantly, so it's not instant. It's a fireball.
