Amaterasu was activated, just to prevent anyone to intervene during Itachi vs Sasuke.

Amaterasu only effective in Itachi's hands.

Sasuke ''Killed'' Danzo with it who was forced to use Izanagi.
Itachi never fought against a Demi-god/God, that's why it looked stronger when he used it.
Amatarasu can 1 shots everything under top 10/15 since it nearly instantaneous.

But it isn't working on Demi god's / God's and OP kage's with a good counter unless used with another OP jutsu as a combo, just like FRS, but that doesn't mean it's a weak Jutsu.
