1. Either kishi messed up sh*t or was high and forgot that sasuke got EMS
2. Sasuke being less on hatred/revenge path for a while is affecting his EMS

Madara switching between EMS to Rinnegan seems logical since he awakened the Rinnegan himself from EMS-Rinnegan with only added help being the hashi's DNA
