I don't like or dislike her. She popped out of nowhere and has no relations to main cast. Even Deidara had more relations to Sasuke due to Itachi.

Imo she is another powerhouse for now. Character development requires time and giving 3 chaps of flashback of what made Kaguya evil is anticlimatic.

Most thrilling main villains for me are Orochimaru and Pain. Kabuto have been expanded greatly as well. I know you hate Obito, but atleast he have foreshadowed and developed.

Meh, at this point, obito made more sense than kaguya. If obito didn't constantly ***** about rin, I wouldn't even mind him... His constant *****ing just made him seem wayyy too pathetic...

That's just another parallel-linage garbage Kishi pulled out to make characters as if they have place in plot.

It requires no effort.

Make a character who is long lost sister of Sasuke. Boom she is relevant. It is simple as that.

What i meant was how lacking Kaguya's development along with main cast in comparasion to Obito, Kabuto, Orochimaru...

A nursery is a place where you tend to leave your babies. She's basically calling everyone in her 'nursery' her baby. Seeing as she's turning everyone to white zetsu's, she's already implying that those zetsu's will be her babies. What do you do with babies? Nurture and protect them. Do evil guys nurture and/or protect anything? No.

From that one line, she's clearly nor that evil and she's basically another villain who's own their own psychotic agenda; like madara, nagato and obito. Madara killed team 7, killed thousands of shinobi, plucked out kakashi's eyes, destroyed obito's entire life and childhood. That's beyond evil even if his end goal is 'peace'; Hitler wanted 'peace' too when he gassed thousands of jews, but you don't say all that evil's overshadowing madara's tragic background? A tragic background he doesn't even talk about. In fact, you said you were tired of him. I can also bring up all of obito and nagato's evil deeds, which all overshadow their backgrounds even if they ended up turning good.

The real question is, why is he still reading the manga Lol.. As for the free powerups bull, everyone got free powerups from the Shinju, it's called chakra.

Of course they were all evil. I was simply stating that kaguya's the most out of them although you make a good point about white zetsus. However black zetsu said she created them as soldiers, nothing more. Imo nobody attained that level of evilness apart from kaguya. Draining the life force out of people and turning them into puppets to control at your whim and fight your enemies is something worse than what other villains had done. Just think of all the white zetsus used in the war. They could have been people once.
