Honestly, Neji's downfall started with the end of Chunin Exam arc....i think kishi neglected him in part 2....since ino/shika/cho team was more focused so it might look that way....but i think neji has potential to be at the top of konoha 11 (except sakura.....cuz of plot).

you dont always have to be physically stronger than someone to beat them. neji would read choji's attacks from a mile away with his byakugan and lock his chakra points in no time. just a bad match up for someone as slow and predictable as choji
That's the great problem here. People always think that in butterfly mode he is slow or predictable. Why?

he wouldnt even get to go in butterfly mode. he would be in the 8 trigrams before he even puffed up to do human boulder...an attack he starts like EVERY fight with...i done beating this dead horse btw...

Yes, you are wrong, fodderise is too strong a word, but it is definitely not out of the question for Choji to win, Choji is very powerful and his physical strength is unrivalled in the Konoha 11, it's just Neji's style has nothing to do with strength anyway, and Neji's speed and precise movement would be too much for Choji, if he is slow out of the blocks. If Neji were to let Choji get a foothold and go into butterfly mode, it may be a different outcome.

Choji using super expansion would make him a bigger target for gentle fist :D

Neji would win in this kind of matchup 8/10 times. His fighting style allows him to read opponents moves and disable them, even from a distance.
