Whenever a mediocre chapter is released that has little story progression or action, ala chapter 628 a lot of people still give it a 5. Its crazy that people actually enjoy these chapters, this chapter actually felt like a filler to me..I still have a hard time forgetting the god awful chapter 612, and tht chapter got mostly 5s..do people enjoy these chapters no matter how bad they are?

Answer to the title of your thread, YES.
It depends how someone enjoys it. Whether they got to see what they expected or the person they want to see in the next chapter. If not they rate it less and vice versa

Nothing happened, and the artwork was pretty bad. Obito's dialogue seems extremely childish and contrived, and has since chapter 601. It's almost like Madara's presence has made him revert to a childhood fiasco. Would be interesting to see if Madara is pulling Obito's strings through chakra rods or something.

YOU are the ONLY person who clearly wants 5* chapter each week, a cliff hanger to leave suspense and a chapter that has ALOT of progression and establishment.

all in 17 pages..

Are you telling me that the uselss back and forth monologue between Obito and Naruto had to happen too? Its been the same crap for the past 15 chapters or so, that's what bothers me. The first half of the manga was wasted on nothing.
