Alternate reasons don't bring more meaning to the evil. Sincerity doesn't justify your actions.
So I stand that though they are both misguided, Obito and Madara are evil so long as they think that an illusion will bring true peace. Because shockingly it's an illusion.
As far as I understand, an evil person (villain) has cruelty, this means he enjoys seeing others suffering. This can be seen like this without any subjectivity.
In the other hand, we have two "antagonists": Madara and Obito. They both carry a flag of justice, they want to achieve peace (as far as we have seen), for they there is something that is good and for other eyes it is bad (we are talking about a breach between freedom and control, both valid ways to achieve peace). That is subjective, Madara and Obito are heroes for their own side and Naruto is the antagonist under Madara's eyes, but in the end both bands want to reach the same objective.
It is very common for people to confuse antagonist with villains.
Both of the antagonist didn't enjoy killing, Obito offered peacefully the villages to bring the Jinchuuriki so the war could be avoided, and Madara thought of this war as a rushed plan, Obito had to bring the bijuus before reviving him. The war was not necessary from the start.
...this is the logic that brings me to think that Madara was not evil, and the proof is out there... "the original plan".
Now, if Madara reveals his plans were really evil and he starts demonstrating cruelty with the only purpose of joy and self-satisfaction, that will be another story.

1st one does not control Madara, Kabuto was never in control. Look at Tobirama if Orochimaru didn't have Hashirama cells Tobirama would've been free and Hashirama himself could easily get out. Do you think Madara could be controlled by the likes of Kabuto, Madara with Hashirama DNA.
2nd he and Obito nuked HQ and killed millions more with other nukes before they hit HQ.
3rd The true masterminds never kill, they have there underlings do the dirty work
