I don't think it really matters who is more skillful or versatile, or what kind of tehnique he uses. In a world where some technique that appear strong simply doesn't work on certain characters for no apperent reason or explanation than~he is to strong to be affected by it( hey look, fire can't burn him, he is to strong for fire...how?...nobady knows, he just is ), plot-no-jutsu is the strongest technique of them all.
