Why do people say that sasuke is able to use Tsukoyomi, when the only known Ninja to be able to use it so far has been Itachi? Unless I missed a part where it says sasuke was able to, can anyone provide the link?

Sasuke has never used it. So as for now, he doesn't have it.

He does have amaterasu and blaze release, so he may not even have it.

It's not in his list of jutsus on Naruto Wiki, so as far as I know he can't use it.
I think his other eye has Enton, he uses it to control Amaterasu.

To use Susano'o, you need to have the preconditions of being able to use both Amaterasu and Tsukuyomi. So, theoretically speaking.. Since Sasuke has Susano'o, it's implied he has Tsukuyomi.

Although, he hasn't mastered it yet. He can't alter the perception of time, only visual surroundings.

He has it because it has stated both in the manga and databook that in order to use Susano'o, one needs both Amaterasu and Tsukiyomi. Sasuke has Susano'o, so by default, he has Tsukiyomi. It is just weaker, much weaker, than Itachi's.

It is thought by some, including me, that he used it against Killer Bee and on Itachi during their fight with Kabuto.

Think of it this way. Enton is the manipulation of amaterasu, tsukuyomi is the manipulation of sharingan genjutsu. Itachi has a weak form of enton but doesn't call it that. Sasuke has a weak form of tsukuyomi but doesn't call it that.

Because it is believed you need Tsuku and Amaterasu to unlock Susanoo.

Itachi had both, and Madara has atleast Tsukuyomi (since his plan is to cast Tsukuyomi on the moon).

At first I was 90% sure Sasuke had it but now its dropped to about 65%. The only other option I can see it being is a weak genjutsu which doesn't last long (which sounds quite odd as a MS tech to me).
But I would rather just sit back, wait and see.

TBH it's the ability to control Amaterasu as been hinted when he fought Bee and A, when he fought Bee he used his right side if I remember correct to turn on Amaterasu and his left to turn it off, also the same when he fought A and controlled his Amaterasu.

I'm not sure about which eye but he definitely uses one for Each technique and he doesn't have Tsukuyomi U_U, Danzo was mistaken he even noticed that there's a big difference between Itachi's Tech and Sasuke's, but to show that Danzou is a lier, he never actually experienced Itachi's Tsukuyomi so he couldn't have possibly known what a true Tsukuyomi feels like. That's what I think.

Nope sir, not really, it's stated that you need both MS techniques in your eyes, not necessarily Tsukuyomi and Amaterasu, why hasn't Madara show any of the two, and it's also stated on NarutoWikia ( don't trust it that much ) that it only requiers two Techniques and not necessarily Tsuku or Ama .-. , Until Madara/Kishi proves me wrong, Sasuke doesn't have Tsukuyomi, or until he got his brother's eyes he didn't U_U

I don't see how people can ignore facts like this. The databook clearly says only those who have both Amaterasu and Tsukiyomi can use Susano'o. Not only that, but Tobi said Itachi transferred all his eye techs to him. This includes Tsukiyomi. And I thought fanboys were the worst at accepting facts.

OOOh, I get it. So, Like how Itachi has Amaterasu, so does sasuke, except sasuke's is better. And they both have tsukoyomi, but itachi's is much better. I get it. So sasuke has the ability to use it, but not at itachi's level.
