I mean, if Naruto were a story about the Sannin and they were all 16, I bet everyone would think Jiraiya would be the first to considered for Hokage, then Orochimaru, then Tsunade. And Team 7 are more or less exactly like the Sannin in character...

I'd probably laugh with all honesty, history repeats itself though. However, even though it is possible I don't think it will happen. It's been em-breaded into the series that Naruto's goal is to become Hokage.. since the series started.

Perfect Sannin parallel then. Uh, I wouldn't mind - odd and would take a while to adjust, but she's smart and she would make an alright Hokage.

It would go against core plot elements that were established so much earlier in the manga.

Hokage has always been Naruto's goal. Sakura never had any intention to be Hokage. She has even acknowledged that Naruto protects her too much and that she needs to be more independent and not be overly dependent on Naruto. It would basically crash Naruto into the ground from a literary stand point.
