Allied Shinobi Forces Symbol

Does anyone know why in episode 32 of Naruto when Sakura is fighting with the sound ninja,she has the flash backs and around 16:30 Theres a kid with a brown shirt that has the Allied Shinobi forces symbol on it,does anyone know why or how?

It means shinobi, and its nothing new in the narutoverse...probably that guy wanted to show he was a shinobi...just use your brains xd
