People who never used it before? I mean, from what I have seen, there are villagers who don't use chakra, it seems like just a "select" few use it, IE every ninja, but the common folk in Naruto don't, why can't they?

wrong..... regular people can become ninja rock lee has no ninjutsu, however the lack of chakara or ninjutsu doesn't
mean you cant become a shinobi all bloodline limit users are related in some way though

It's not conclusive whether or not the Sage handed out chakra, or if more and more people ate the fruit, or if just everyone is related to the sage.

The most plausible one is that more people than just Kaguya ate the fruit and broke off into more and more clans.
