They are the same but Madara is the original beholder of the eyes (other then the S06P) Nagato could never manifest the Rinnegans full power only a portion of it..
Nagato is also a descendant of the Uzumaki clan, who are distantly related to the Senju clan.. So It kind of makes sense that Nagato was able to learn those jutsus on his own.. The eyes were given to him at birth, allowing the eyes to adjust and develop within Nagato.
