ok, if we consider that Juubi = power of all Bijuus, than Kages win easily, because Hashirama takes control of the other 9 and power of:

9 Bijuus
5 Hokages
4 Raikages
3 Tsuchikages
5 Mizukages
and 5 Kazekages

CAN DEFEAT JUUBI

The Juubi cannot even exist if there are 9 bijuus lol. So Kages take it and if there is a Juubi then idk maybe the bijuu team or maybe still the Kages but barely becuz the 1st can only suppress the tailed beast. He cannot control them.
