Espadara here. For Ally Events, if the character you free-roam as is involved in the event, than you CANNOT do the event as that character. (i.e, Shisui can perform every event but his own; however, Hiruzen and Danzo are both involved in his event, so they will be available from the start, though they will not have alternate skins). Also, just because you can access an area DOES NOT mean all of the Ally Events will be there. Madara/Obito, for example, appeared only after I entered the S-Rank tournament.

Team Kurenai- Festival Cave/East Area
Jiraiya/Tsunade- Tournament Field (Outside of building)

Shisui/Danzo/Hiruzen- Festival Cave/ West Area
Minato/Kushina- Tournament Field (Outside, sorta near entrance to Festival Beach)
Iruka/Konohamaru- Festival Beach
Sand Siblings- Ninja Stone Shores
Chiyo/Fourth Kazekage- Ninja Stone Shores
Ohnoki/Mu-Cave Entrance (That small cave near the entrance to B-Rank tournament in Ninja Stone Shores)
Roshi/Han- Ninja Stone Shores
Ay/Darui/Third Raikage/Killer B- Festival Cave/East Area
Yugito/Fuu- Great Eagle Cliff (Tournament Field, essentially same place as Tsunade)
Mei/Second Mizukage- Festival Beach
Yagura/Utakata- Great Eagle Cliff
Zabuza/Haku- Ninja Stone Shores
Konan/Nagato(Pein)-Tournament Field(near Yugito/Fuu)
Madara/Obito- Follow the left path of the Cave Entrance mentioned in Ohnoki/Mu to the end, and follow the three floating boxes. Madara and Obito will be in the small cave.
Kisame/Itachi- Cave Entrance
Deidara/Sasori- Great Eagle Cliff
Hidan/Kakuzu- Festival Cave/ East Area (Near exit)
Team Taka- Ninja Stone Shores
Orochimaru/Kabuto(all forms)/Kimimaro- Festival Cave/West Area
Mifune/Hanzo- Great Eagle Cliff
Mecha Naruto- No Ally Event; complete Mecha Naruto side story, available at main menu after completing D rank tournament.
Young Kakashi/Young Obito- Not available in tournament mode.
