yes since he has White Zetsu as his new vessel he is capable of using Wood Style... Maybe even Sage Mode

I dont think he is stronger than Bee, Ay and Oonoki, altough I think he maybe could defeat Oonoki but the chances are slim.

BTW. If you count DSM Kabuto (Which I guess you could, since he is by definition still living even though he lost his powers) he'd be at 2.

Oro can't control his Part 2 edos so I don't know why you keep ranking him #2.

The best he can do is immobilise them, though I doubt Minato can't break out of it now that he can use BM.
