I doubt minato can take them down if they transform. But we have no knowledge for how long they can stay transformed. If they unleash beasts completely minato seals them. Seems like drawn out battle with minato probably winning.

Given the full knowledge here the Jinchuriki assume their most powerful forms off the bat, as Minato won't be able to harm them. The pinnacle of his DC is rasengan variants which both jinn's effortlessly tank. He might be able to redirect a TBB (which will be difficult since there are two of them) and damage one of them but it still doesn't give him a win.

Even in a best care scenario, he can only seal one of them with RDS.

Oh this is a fairly easy match in minatos favor. These two are both slow as molasses compared to minato,his reaction speed gives them no way to touch him let alone harm him. In reality minato could have both of their heads at his feet before they even go BM,because marking them is going to be extremely easy.

Yagura is really no threat to minato, but hes more of threat than yugito is who doesn't even have control over her tail beast which would probably be more harmful for team jin than to minato.
