Kizaru in my opinion is the strongest admiral
I just realized that without Haki, Minato can't even touch him. So....yeah.

kizaru wins but ofc he's going to be overrated as hell on the base as every logia is
if kizaru is too cocky and let minato kunai go through his body and if minato has another place in the sea that could defeat kizaru but not happening
