Intel: Minato knows that his opponents are both Raikages, and he gained some intel on Ay from their canon encounter.
The 4th and 3rd Raikages know that Minato is a Hokage, and that he is extremely fast. Ay told the 3rd that Minato is faster than he was last time they met.


Remember, Minato does not have access to Kurama when he is alive.

In a forest location with hundreds of Kunai everywhere? Minato leaves a clone to summon Ma+Pa somewhere off then its GG. He solos both of them with Frog Genjutsu. He will just evade all their attacks and keep flying to different locations and he will always no where they are via his sensory. He can't beat these two any other way though so this is his only way of winning.

With already prepped kunai? Yeah no. His reactions is already superior to both and via ftg his faster than both. Heck with revolving swap he can probably get the third to stab his son.

Quick question, is the plural of Raikage "Raikages" or is it still just "Raikage" (like you don't say "deers" to mean multiple deer). If it's Raikages, then the raikages wreck him. If it's raikage, then the raikage wreck him.
