Anyone can solo Tsunade.
Itachi solos Oro (canon).
Jiraiya can beat any of them, but he can't do it alone.
Funny thing: Deidara's C4 could potencially 'solo', if Kisame covers for him with his huge Suiton and Itachi coats him with his Susanoo. Scary combo.
