Pain definatly. Well atleast when he attacked the villiage. I mean, the dude had imense strength, there were more than one of him, he had creepy eyes,and a heartless attitude. If not him then probably Kakuzu

Kakuzu was easily the stand out guy with the scariest personality however I'd stand and fight him while if pain turned up, you knew you was in the shit so he was by far thee most intimidating
