Okay! I'd have mine be similar, I suppose.
Edit: Shit, didn't see the "Weakest to strongest" part. . . My bad.
1: Obito with the rinnegan/ Prime Nagato/DSM Kabuto - Obito with his Rinnegan and own six paths is clearly the strongest here, but you can not discourage the others.
Nagato's close enough to defeat Obito to be considered a rival. He would have full mastery over the rinnegan, as opposed to the lack of mastery we've seen from Obito. Not to mention that he has full control of all the element natures and mastered them.
DSM Kabuto, an ally of Akatsuki, is here mainly for the fact that he has one of the best shots at beating Obito. His skill set is basically anti-Uchiha. He's elusive and deadly quick, which would be a major problem for Obito when he tries to absorb him. And confront Nagato would be a tad simple, let some of his Senjutsu chakra be absorbed and let Nagato turn to stone.
2: Pein/ MS Obito are again - Again, these two are roughly equal. Though I'd favour Pein more than Obito here.
3: Itachi/Current Orochimaru (Theoretical DSM)/EMS Sasuke -These three should be roughly equal now. Orochimaru has a Senju body, made up of Hashirama's cells. he COULD go sage mode and Orochimaru nearly mastered it so. .
EMS Sasuke, as of now, can just sustain his powerful MS moves longer. Though that IS a game changer here. With less wear and tear from techniques and a few new moves that might come. . He's right to be about here.
Itachi, when healthy, I'd say could rival EMS Sasuke purely on the fact that he has such a unique and hard to combat style. A mix of clones, genjutsu, and powerful ninjutsu make him a nightmare to fight in mid-close range unless you specialize in one of these fields.
4: Kisame/Sasori/MS Sasuke - These three are odd. I believe that MS Sasuke is the weakest here, but he still has the right skill set to defeat the others and I'm certain he can defeat those below him.
Sasori, while powerful, isn't too practical when faced with overwhelming power. He's more about finesse and managing to defeat an opponent with his famous Poison.
Kisame is probably the strongest of the three, but not by much. He's just a power house, who against most opponents, will leave you dry chakra wise and spit out lakes right on you.
5: Kakuzu/Deidara - Kakuzu is clearly a power house with his masks and his pseudo immortality. His Domu is what really sets him apart, everyone knows this. Kakuzu's saving grace is his Earth Mask and Domu that allows him to tank plenty of powerful physical attacks. Though, I just wasn't all that impressed by him. I'd say there is a clear difference between Kakuzu and those on the next level.
Deidara, like Kakuzu, is a powerful shinobi who has the potential to beat most opponents due to one technique. C4 is his greatest jutsu that doesn't kill him. I'd put him this low because he does has a clear weakness for Genjutsu. He has trained his left(or was it right?) eye to prevent it and yet he constantly fell for genjutsu against Sasuke. That, and he does not have an unlimited amount of clay.
6: Konan is a very under rated character in my opinion. Her paper, while having a clear fire/water weakness, is powerful enough to wrap and suffocate her opponents. Not to mention she has a similar fighting style to Deidara, and is amazingly intelligent. Capable of discovering Obito's weakness and accurately prepare for the day he would betray them. She is also a very elusive ninja. Her paper being an easy escape from a devistating physical blow.
7: Suigetsu/Hidan - I'd put Suigetsu barely above Hidan, mainly because of his Kekki Genkai. Sugietsu, while clearly physically weaker, can manipulate and make any water relient user have to change their style when fighting him. When near a source of water, Suigetsu gets a clear power up. He even took a TBB from the Hachibi!
Hidan is a powerful ninja who. . Relies on his immortality technique more than Kakuzu. What makes him powerful is his sacrificial jutsu and the fact that if he gets a single drop of blood, it's over. No turning back there. It requires a bit of prep, but most shinobi would be cautious of him and not charge into what could be an attack. His taijutsu is decent, he was able to be par on, if not somewhat superior to a taijutsu/weapon master. Asuma. So, he clearly has that as a feat.
8: Juugo - he really is just a physically fighter, immense strength and a burst of speed. But nothing else. He can't defeat a shinobi like this, and when he is in his curse mark form he is lost to blood lust and gets easily distracted. Making it even easier to beat him. He's just too straight forward.
9: Zetsu (Black and White) - They're not a combat orritented shinobi, but we have seen in groups (Of white Zetsu) they can swarm and defeat much more powerful opponents. Like most Jounin shinobi of the alliance. I'd say that if you get him(them) twenty or so Zetsu clones, they'd give Konan, Juugo, Hidan, and Suigetsu a challenge.
10: At the bottom of the list is Karin.. She's not a combat type shinobi. A talented medic that's quick to heal, all's it takes is one chomp, and a decent sensor.
