Kakuzu and hiddan arent strong solo but by working together they are dangerous weapon like they captured 2 tailed perfect jinchuriki easily and hiddan solo asuma and shika and 2 other guys. The only reason that they lost was they seperated them and a little plot cuz rasen shuriken was a bad match up for kakuzu

Hidan & Kakuzu do not work 'AS A TEAM'. It doesn't matter about individual abilities. Konan & Pain could work as a team fluently due to their close childhood bond. ^^
