Here Hashirama who knew EMS Madara's level pretty much makes it clear that a Rokudo Madara still isn't at his former(EMS) level.
At this point I'll just be repeating myself so I'll make it brief and I'm out. Madara had Rokudo chakra which would be born by Indra and Ashura's so even if their chakra didn't exist Rokudo chakra is still there. The distinguishing was to make it's origin clear. And the proof that it's power is weaker than EMS Madara is Hashirama's statement that Rokudo Madara is regaining his former power. The sage also made reference to needing the 10 tails which would amp up his rokudo chakra to the necessary levels.
Goals aside were talking about sealing Madara gave Nagato his Rokudo Rinnegan and Obito his rokudo 6 paths rod which would replicate his chakra power. Now with those they still took 3 days sealing a tailed beast that includes the non host 3 tails. Madara seperate or forced the seperation of two jin from their Bijuu and sealed them alongside the 7 others in mere moments there's a clear difference in ability.
If any of the compounding chakras that enable Madara his Rikudo Chakra left, so would his capability to produce Rikudo Chakra meaning he wouldn't be revived with it. While I don't believe EMS Madara was as strong as shown, it does more to go further into the issue of chakra itself if that's what he was working with. All Nagato/Obito(during his attempts at extraction that is) truly had were eyes that neither supplied them with chakra or belonged to them, they just enabled the two to use the abilities at a hefty cost. There's also the issue of them lacking SM, Ashura, and Indra. Hence why I'm saying neither of them had what Madara had to the extent he did. Obito once used the chains Madara used to rip Kurama from Naruto, and being the owner clearly plays a heavy part in why Madara's own chains were so much stronger. Nagato himself didn't have the luxury of using the ability whether out of lack or knowledge or not having whatever conditions met.
