--Tobi with the bijuu can overwhelm BM Minato since the latter has no intel regarding their chakra stakes, nor would he be able to defeat them, especially when Tobi is backed up by more akatsuki members,

--6 paths of pein, along with other members such as itachi, deidara and kabuto can handily overwhelm most of the other kages, , bar hashirama seeing how preta can nulllify all their ninjutsu, and kabuto can use white rage to immobilise them and finish most of the kages, bar third raikage who is defeatd through ningendo or jigokudo, half the kages such as mei tsunade onoki hiruzen and raikagenaut perhaps are burned by Amaterasu.. So that leaves more than enough S-rank to take out the stronger ones

--Tobi and Nagato, along with EMS Sasuke and the rest of the other akatsuki members can defeat Hashirama here regardless of the latters SS, since Tobi can kamui members like nagato and kabuto for defense, whilst the rest stall hashirama long enough for him to release the members and get nagato to land chakra rods, or ningendo, or kabuto to land White Rage or Mugen Onsa, to disablle hashiramas mokuton constructs thus allowing the rest to finish him off,

I strongly dislike this type of vs threads, where you pit a large team of characters against another large team of characters.
It makes it hard to truly determine which team wins. :%

With that being said, I give the edge to the Kage team, but it could go either way honestly.

Team Kage for sure. KCM Tsunade deals with Kakuzu and Sasori, KCM Hiruzen should be able to beat Hidan and Konan, KCM Tobirama defeats Deidara, Minato and Hashirama can beat the others. The rest of the Kages can assist if needed.
