Minato used him to pin down Kurama! Even in his giant, 2-headed form, Akamaru would need a MAJOR testosterone boost before he could even challenge Gamabunta. Gamabunta can easily strategize on his own; Akamaru is useless without Kiba giving him commands. You shouldn't devalue Gamabunta's size; he could kill Akamaru just by sitting on him.
