Those aren't the actual bijuus. Those are just fragments of their chakara that took on the bijuus' form (like how Minato and Kushina's chakara took on Minato and Kushina's respective forms inside of Naruto). The real bijuus are inside of the juubi which is inside of Madara.

They can't let the bijuu's roam free. There are other evil ppl who might try to capture them and use them for evil intent. I actually think what to do with the bijuus will be a source of conflict between Naruto and Sasuke. Keeping them around is all good and well while Naruto is alive. But what happens when he dies? They need to be sealed away and quickly.
