Sorry but Orochimaru was able to revive the four hokages because he still had the dnas of all four of them. Since Jiraiya is deep in the ocean, it was not even possible for Kabuto to get the DNA of Jiraiya. Other than that the Four Hokages are enough to steel up the story and steal the show.

Pain's black rods has Jiraiya's blood on them.. Enough DNA, I'm sure.. Kabuto even brought that up.. but Tobi told him not to push his luck.

I could guess Tobi is in possession of it, and he also learned the Edo Tensei from Kabuto, he could use it against the Alliance now that he is disconnected from the Juubi. (Plenty of fresh bodies from the Alliance to use)

AMEN!! Plus Jiraiya at this point in time is not important, their would be no point to his resurrection at all or I don't see it. The Hokages are to answer Sasuke's questions at least.
