Description: The user shoots a bolt of lightning towards the enemy, however once it hits, it doesn't do damage to the victim, instead it puts static electricity in them and sticks them into any surface they touch (including themselves). The victim must be Sage rank or have enhanced strength to break through the static charge, if they do, the electricity will discharge but they will take a little electrocution.
Note: Must wait 1 turn to use again.
Note: Only three times per battle

Ok well all physical objects are made up of atoms. Inside an atom are protons, electrons and neutrons. Protons have a Positive Charge,Electrons have a Negative Charge and Neutrons are neutral.That being Said opposite charges attract each other (Positive to Negative,Negative to Positive).So I believe how this jutsu works is The user Shoots a bolt of lightning at the opponent and what this lightning does is either add more protons to the opponents body or supercharge the current protons of the targets body,the effect being the same ,the target begins to have a bigger sum of protons making the pull of electrons stronger like for example a magnet attracting the staples if you add another magnet you attract more staples.So with the body now emitting a stronger pull for electrons it clings itself to the nearest source it can find even if the electrons are on its body. (Hope I got it right)

Here it mentions "and sticks them into any surface they touch (including themselves)" but you list it has to be conductible so if you wouldn't mind can you just go into a bit more depth and elaborate on the conductible part.

Its pretty poor description on my part but the gist of it is; if your opponent is in physical contact with something, whether standing on an earth/steel floor or holding a kunai, anything he/she touches will be stuck together with static electricity. By "themselves", means that it can stick their own body parts, if they are clenching a fist or clapping hands together they can't open or split apart without breaking the discharge.

The only exception that it wouldn't work is what they're touching isn't conductive, like rubber.

Ah I see,so could I use this while someone is holding a weapon in each hand to have their hands stick to it,therefore disabling them of their ability to make hand seals?

Exactly, you'll have to make the lightning hit them of course.

Yeah it is,its not a village destroyer or anything but the amount of potential combos with a jutsu like this is amazing.You should really use it more.
