Yeah, I agree. Chibuki Tensei is a "man-made" structure created from earth, while Tengai Tensei was a actually meteor pulled from space.

Maybe... Speculating things based on what others have done is useless. For example, Itachi could do the Tsukuyomi but Sasuke couldn't. It's not necessary having the same level of power allows you to perform all of the same jutsus. It would be great if he had those abilities, but still it's wiser to wait and see instead of making things up and satisfying yourself.
