The Sharingan can copy all jutsu besides KKG,and the Rinnegan allows the user to be able to use all 5 basic nature elements,meaning Sasuke can learn/master the ones he hasn't yet,Wind,Earth,and Water.Sasuke has the potential to learn/master nearly all jutsu.

In all seriousness though, I don't see Sasuke surpassing Naruto. What drove Sasuke during his childhood and as a young adult was the desire for revenge. A compulsion that drove Sasuke to seek power by any means necessary.


Naruto as always been motivated to be acknowledged and protect those dear to him. His family, friends and now the whole villages gives him strength to fight on and be the best.


I don't think Sasuke has a fire to keep him motivated like he was in his youth. Even Vegeta thinks about his family and friend (Goku) when he goes into battle.

With the Rikudou power up they now both have access to all 5 elements anyway dude... Plus Naruto's power up gives him 'Universal' knowledge of chakra. Not sure EXACTLY what that means but its got to mean he could understand and learn jutsu alot faster. Like when he incorporated the various bijuu chakra including lava style into his rasen shurikens without any practice.
Also you forget that that Naruto can just spam his shadow clones so he can be learning new techniques super fast. Even while doing Kage work everday.

I would say they are pretty even in terms of learning new jutsu, except maybe Sasuke is at a disadvantage because he has to see the Jutsu he is copying for that function of his sharingan to be of any use to him acquiring new techniques, therefore he has to SEE powerful jutsu that is even worth copying.

Awesome as Mokuton is I'm not so sure they have even trained in how to use the jutsu. Same with TSB Mastery specially the S06P Sword I'd like to think they have but I'm seriously doubting they have trained in those areas.

Potentially if Naruto had train in TSB then as we've seen with Obito he could neg any jutsu by manipulating the TSB as both offensive weapons and defensive. With Kurama genjutsu shouldn't be a problem unless with Rinnegan genjutsu people to claim is stronger then regular genjutsu similar maybe to Itachi's Tsukiomi or h.e that's spelt. Just do What Raikage does and out maneuver him so he isn't able to track his movements.

Solo Clap is powerful but Naruto has Solo Senses which obviously Kaguya vs Sasuke his Solo Glance got Soloed into another Dimension where Naruto's Solo Senses let him Solo Dodge her lol.
